I'm not going to gatekeep what is and isn't software development. Wordpress developers, script writers, gatsby/hugo/jekyll devs, and SQL analysts can all be part of the club as far as I'm concerned.

But I think you've proven my point that there is a stratification within software development careers. Certain are commoditizing and others remain complex (for the moment)
